In December, the city of San Juan Capistrano hosted a water forum with the goal of educating the community on issues related to water generation, distribution and billing. Anecdotally, some attendees wondered if the forum was merely an attempt to sway public opinion over the controversial Groundwater Recovery Plant and tiered water rates that are the subject of litigation and the recall. Now, three more public meetings on water rates have been scheduled. This Thursday at SJC City Hall, the San Juan Capistrano Utilities Commission will provide a presentation on the City’s rate structure and solicit public opinion on cost recovery questions. On January 16, 2014 at 5:30 PM, the San Juan Capistrano City Council will consider water rate issues, And in late February, the Utilities Commission and City Council will hold a joint meeting with the intent to determine the future water rate structure.
