The Foothill/Eastern Transportation Corridor Agency (TCA) entered into an agreement with Caltrans that will permit the TCA to extend the amount if time it can collect tolls on the 241 Toll Road until 2053, a twelve year increase. This extension may help the TCA avoid a credit downgrade in the near future. On the other hand, an interesting term of the agreement provides that TCA must stop collecting tolls on any future segments of the 241 by 2041. Some are wondering whether this term effectively kills any chance to connect the 241 to the I-5 south of San Clemente by making it almost impossible to fund future extensions from toll revenues.
