At first it looked like the Tesoro Extension of the 241 toll road would begin this summer. Then the San Diego Regional Water Quality Control Board denied a permit for the 5.5 mile extension of the 241 located entirely within Orange County. We lamented that decision as a failure of local government here. That denial left the future of the toll road in doubt, and we even questioned whether trouble for the toll road would mean trouble for the Ranch Plan? (Answer: no.) The proposed Tesoro Extension to the future Cow Camp Road is illustrated below.
Well, it didn’t take long for the Foothill/Eastern Transportation Corridor Agency to announce their plans. Believing that the San Diego Regional Water Quality Control Board’s decision was in error (by considering the entirety of the potential 241 extension to the 5, and not the 5.5 mile extension that was subject to the application), the TCA will first appeal to the Water Board to reverse its decision.
