Ladera Ranch Civic Council Authorizes Local Governance Task Force, Seeks Members

As expected, the Ladera Ranch Civic Council is moving ahead with the creation of a Local Governance Task Force and is seeking applicants for the positions.  From the Civic Council:

Are you a civic minded individual who wants to serve the community of Ladera Ranch as an appointed member of the new Local Governance Task Force?

The Council is seeking applications for the Local Governance Task Force (one-year term). Qualified applicants must submit a candidate statement, sign a certification of eligibility, and conflict of interest statement as well as an Ethics Statement to be sent to LaderaCouncil@gmail.com.

Local Governance Task Force

  • Develop an understanding of the community’s goals for the next five to ten years.
  • Educate the public regarding the process of incorporation, including expanding the community’s relationship with representatives of the County, LAFCO, and Rancho Mission Viejo.
  • Assist the Civic Council by developing a long-range planning document that may be integrated with the Civic Council’s core duties and responsibilities.

The Civic Council has provided a task force charter which outlines in greater detail the role of the Local Governance Task Force.  For example, the role of the Task Force is defined as:

The Ladera Ranch Civic Council (“Civic Council”) Local Governance Task Force (“Task Force”) is a working group comprised of volunteer community members that will prepare recommendations to the Civic Council regarding local governance issues.  The Committee will work to identify various issues of importance to the community with the goal of submitting for adoption by the Civic Council a “Community Visioning Strategy.”  The Community Visioning Strategy will guide future decisions regarding the possible incorporation of the communities of Ladera Ranch and Rancho Mission Viejo.

The Civic Council has identified three goals for the Task Force:

  • Develop an understanding of the community’s goals for the next five to ten years.
  • Educate the public regarding the process of incorporation, including expanding the community’s relationship with representatives of the County, LAFCO, and Rancho Mission Viejo.
  • Assist the Civic Council by developing a long-range planning document that may be integrated with the Civic Council’s core duties and responsibilities.

The Task Force will consist of between four to six members, and will be chaired by a Task Force Chair who must be a member of the Civic Council as selected by majority vote of the Civic Council.  The Task Force Chair has the sole authority to select the remainder of the Task Force members.  In other words, one of the Civic Council members is selected to chair the committee and he or she hand picks the rest of the Task Force.  Given that Civic Council member Carlo Tomaino drafted the proposal, one can imagine that Tomaino will be selected to chair the Task Force going forward.  The Task Force is required to meet at least six times per year and must deliver a final Community Visioning Strategy within one year following its formation.

Additional responsibilities of the Local Governance Task Force include:

  • Develop a consensus working plan to identify the scope and timing of the development of a Community Visioning Strategy.
  • Survey the community, through the Ladera Ranch Civic Council membership and interviews, to ascertain and rank the needs of the community.
  • Educate the community, through articles in the local media, Civic Council website, and other publications regarding benefits and drawbacks of the potential future incorporation of the community.
  • Discuss the needs of the community within the context of short and long term community issues; including traffic, public safety, recreation, development activity, public amenities, and local representation on regional issues.
  • Work with representatives of the County of Orange (“County”), Orange County Local Agency Formation Commission (“LAFCO”), representatives of Rancho Mission Viejo, other adjacent communities, and civic leaders as necessary to formulate and develop a draft Community Visioning Strategy.
  • Hold public workshops with community stakeholders to discuss the results of community surveys and generally to encourage public participation and discussion of these issues with the Civic Council.
  • Present for adoption by the Civic Council, a Community Visioning Plan that will identify community feedback on the issue of incorporation and could be utilized in future discussions with the County, LAFCO, and Rancho Mission Viejo should the community elect to advance these efforts.
